How Do You Join a Municipal Fee Class Action Settlement?

You join a municipal fee class action settlement by fitting the court-approved class definition, not by signing up in advance. If you paid the covered city or county fee during the covered dates, you are already in unless you opt out. A municipal fee class action settlement is a court-approved deal that refunds part of a disputed local fee to a defined group of payers. That means your first job is to check the fee type and dates, then follow the notice instructions to claim, do nothing, or leave the group.

Do you fit the class?

Check fee type and payment dates first. The class covers only people who paid a specific charge in a specific window.

For example, Suffolk County includes all payers of its $30 red-light-camera administrative fee from April 1, 2013 to present, according to the Court-authorized Suffolk settlement website. Raleigh covers only payers of water or sewer capital facilities fees from January 12, 2016 through June 30, 2018, according to the official Raleigh settlement website. Miami covered solid-waste surcharges paid with building-permit applications between December 23, 2010 and July 16, 2025.

  • Match your receipt to the named fee
  • Match your payment date to the covered period
  • Save proof of payment if you still have it

Do you need to file a claim?

Some settlements pay automatically. Others pay only if you file a timely valid claim. Raleigh calculates payments from city payment records and mails checks to eligible payers who do not opt out, according to the Raleigh settlement FAQs.

Suffolk takes the opposite approach. It says filing a claim online or by mail is the only way to receive benefits, with a deadline of December 8, 2026. Read your notice to learn which rule applies to you. Do not assume silence will bring a check.

How do you file correctly?

Use the official settlement website or mailed form. Enter the exact identifiers requested and meet the postmark or online deadline.

Miami required a Request for Refund Form by October 15, 2025, filed online using the mailed PIN and Claim ID, or by mail, according to the KHL Law settlement announcement. Suffolk uses the same pattern with its December 8, 2026 claim deadline.

  • File online when possible and save confirmation
  • If filing by mail, meet the postmark date
  • Keep your Claim ID, PIN, address, and payment records together

What if you want to sue on your own?

You must opt out in writing by the stated postmark deadline. Federal courts require this opt-out warning in the notice to damages-class members, under Federal Rule of Civil Procedure 23. The Suffolk opt-out deadline is November 9, 2026.

The Raleigh opt-out deadline is November 23, 2026. If you miss the deadline, you stay bound even if you never file a claim. Payment also depends on final court approval. Suffolk has a final-approval hearing on December 8, 2026, and Raleigh has a fairness hearing on December 14, 2026, so no refund is guaranteed before the judge approves the deal.
