What Happened on January 14, 2020?
Delta Flight DL89 departed LAX bound for Shanghai. Shortly after takeoff, the aircraft experienced an engine issue and declared an emergency, requiring it to return to LAX. Federal Aviation Administration regulations require aircraft to land within a certain weight limit, and the Boeing 777 was too heavy with a full fuel load for a safe emergency landing. Rather than burn off fuel by circling at altitude — the standard procedure — the flight crew dumped fuel directly over populated areas at low altitude.
The fuel dump occurred over multiple communities in the San Gabriel Valley area, including areas of Cudahy, South Gate, Downey, and parts of Los Angeles. Students at several elementary schools were outside during recess when fuel fell on them. Residents reported smelling fuel, seeing fuel droplets, and experiencing skin and respiratory irritation.

The FAA Response
